Chuchu is a flying pikachu remember? Like how Pika is a surfing pikachu. Pika probably taught her to use substitute to create balloons like how pika conjurs up a surfboard.

I love the Swalot & Electrode showing up on every volume. In the FRLG ones they had Deoxys running circles around them. xD

Swalot, Electrode, and Oddish also appear in some of those Japanese animated fan videos. 8D Maybe the authors/artists chose them because they think that's the Pokemon that resembles them most? Or it could just be their favorite. xD
