Even in fiction, one must stay inside the realm of possibility of that world.
In certain ways, the Pokemon world isn't very different from our own.
Now, that being said, if, as I said before, the trainer and/or his Umbreon had powers that normal humans/Pokemon do not, then it would be a bit more believable.
It would be even more so if the man gathered followers as, of course, it is not at all unbelievable that one powerful trainer could attract others to his cause. The man is, after all, still human. That is, it could reasonably be assumed that a bullet would be a pretty effective means of taking him down if he started trying to take over on his own, and they do have guns in the Pokemon world.
