Encore can actually be helpful when you know how to use it (i.e. facing a lv. 50 magikarp that could potentially use flail to beat you, you could uses Encore to make it keep splashing)

that was jsut an example...it can also be used as a means to stall for time (by using it to make your opponent repeat attacks such as Agility, leer, or growl)
