SO Does Sleep Clause means sleeping move is banned from playing ?
Or just Can use once at the time ?

If it 'once at the time',what does it mean? [i'm not clear of this]

    One at a time.

It means that only one pokemon on a team can be put to sleep. If you used Sleep Powder on me & it works, you can't put anyone else on my team to sleep unless the previous one wakes up, or is knocked out.

If I were to use Rest & put myself to sleep, that doesn't count.

Its to prevent pokes like Breloom or Gengar from disabling an entire team.
