that means when someone gets banned, their sub-title is changed into that. "Booted Out- Don't be like me" kinda means something like "Got Banned-Don't be like me"
 
i guess its just a way of the staff telling you "don't be like these banned members and create problems"

not too sure though.
 
At times it's hard to tell, actually; "Booted out" is the default option but is not always switched off when someone is tempbanned...the preference for whether to specify or not varies from staff member to staff member, but, as a general rule of thumb, do treat the person as if they were permabanned if they have the permanent ban usergroup title.

And with that, the question's been answered, so this needs to be closed to prevent post-grab copycat answering.
