4th Gen Quick Question!

Ok, I really hate to sound dumb, but I just can't figure it out. How do you get a Blissey with the attack "wish". I've heard it's possible, but I don't know how. Any help would be appreciated. Thank you :).

It's an event Pokemon that was distributed at the New York City Pokemon Center. Good luck trying to get one though as they are very scarce. Ask around in the trade corner. In addition, they can only be Modest or Calm nature.
