Were all the regional starters released with there Hidden Abilities through an Event?

What pokemon would I have to defeat and how many to get this Ev spread; 252 HP / 184 Def / 72 Spe. Thanks. :)
The Pokemon that give out the Ev's are;
HP - Audino and Palpitoad both give 2 points
Defense - Sewaddle and Venipede give 1 Point. Whirlipede gives 2 points
Speed - Basculin, Purloin, Blitzle and Woobat. They all give 1 point.
The above Pokemon aren't the only ones to give those Ev's, but they're the easiest to find.
With no items or PKRS helping you, you'd have to defeat 72 speed Ev giving Pokemon and so on. For Hp you'd have to defeat 126. :) With items and such, idk because I'm lazy. x-x
I was reading up on the Dream World, and apparently there's a 50 pokemon limit. I'm confused about what this means. Can I only catch 50 pokemon per cartridge, and then no more? Or is it just that the Entree Forest can only HOLD 50 pokes at one time?
Also, does your Friend Board reset to zero when you restart the game?
So the box system expands this time.
Is this from manually placing in PC, or will it expand even if my capturing fills up Box 8 with Sturdy Boldore?
Am trying for Dragonspiral Tower as catch location for cover dragon.
Following what he said, the box will start to expand after you defeat Ghetsis at N's Castle.

Huh. Looking over my information, it seems that you are correct. I could have sworn Serebii said that after the Elite Four was defeated, the other boxes would become available to you...
