Surf Heliolisk is actually decent coverage. Heliolisk is viable on rain teams with Dry Skin, and Surf benefits from the rain, and also helps take out Fire-type threats once the rain runs out

One thing Heliolisk should be afraid of however, is Clawitzer's Aura Sphere.
