u cant get volt tackle thats for sure but plz try breeding it u can make it better and i have a lvl100 raichu im not attached to it instructions:

1. get a light ball [u have to catch alot!! of pikachus to find it]
2.breed them
3.hatch it
4.if its not a good nature re due steps 2 and 3
5.once at a good nature ev train it
6.evolve it at lvl 2 first[if possible]
7.train it to lvl100
8.then put all the moves u want on it *cough* gras knot *cough*
9.u have a great raichu!

o if u haveing trouble in evs go to eterna forest go into mansion fight gasliys i got like 14+ sp.atk in there it had pokerus tho its sp.atk now 300+

thats how u get a good raichu

Um...okay. But really, volt tackle isn't as good as Tbolt IMO...I like special raichu...but yeah, and ditto can get you a good nature faster than using 100000000000 dollars in poke balls.

and whyy?? waist evs in attack itll still do practiclly nothing with phisical damage that bllissy will die easily a good fighting attack could kill it easy no softboiled? thats stupid not to use that

Uh, what the heck? Since when did I mention lefties on raichu? Shell bell is better for it...since it has a good shot at inflicting serious damage. And anyone who doesn't use lefties on bliss is a n00b...seriously.

Actually that is incorrect. I'm pretty sure, but not certain, raichu has the same base stat for both attack stats.
 
oh well what do you know I actually learned something today!whoops I did nor know that.well then the only reason I like T-Bolt better than Volt Tackle is:
Volt Tackle
Base Power:120
Base Acc:100
PP:15
Effect:hurts user with 1/3 of the damage given

T-Bolt
Base Power:95
Base Acc:100
PP:15
Effect:has 10% chance of causing Paralyze

so yeah IMO T-Bolt>Volt Tackle.
 
Volt tackle works okay on a physical raichu, but I like special. There uis always surf+rain dance+thunder, but I'm "meh" about that.

what Support move should It have or if it should not have a Support move then what should it have?
 
Thunder wave, and there are way better options than shell bell, like life orb.
 
I like the set Rose Reaper, but Focus sahs+sub=fail, because sub cuts HP...yeah. I'd go HP ice for coverage BTW...but that's just me. But cool subpuncher set.
 
Here's the flaw it that otherwise nice set: Focus Sash + Substitute.
 
Anyone tried a choice item raichu? That could work...but who knows?
 
Raichu gets 320+ Speed with a Timid Nature. That's more than enough to outspeed anything within the UU Class. Nasty Plot because Power is the main thing that matters.

My raichu is so weak compared to anything. Grrr I wish they hadn't invented EV training. :(

And I still don't get the HP ice and fire thing. Why does it take a long time?

Because you have to breed for the correct IVs.I don't know why the Hidden Power suggestions keep popping up considering it's already level 100.
 
The last move could be Focus Blast.
 
Samson said two Focus Blast can eliminate a Garchomp. Besides, if you didn't realize, those moves you have are completley walled by grass types. You might as well rebreed, that lets you get Nasty Plot. Raichu is too frail to use Agility.
