    For me it's just

    1. Team Rocket
    2. Team Magma/Aqua
    3. Team Galactic

    Never played Gen 5 and I barley watched the Best Wish Series so I have no opinion on Team Plasma and never cared that much for Team Flare.
     

    1. Team Galactic. These guys are a huge part of why I love the fourth generation so much. I love that the group has this twisted Messiah complex of remaking the world in their own image in order to save it; they're well-intentioned extremists, which isn't something that can be said of any of the other teams. It's not about ruling the world, it's about saving it by transforming it into an ideal and, whilst the ideal might not be shared and the methods used may be questionable, isn't that exactly what the protagonist of any RPG does? Cyrus is a fascinating character, and they're a pretty solid presence throughout. The naming scheme is pretty cool, and the Legendary Pokemon they go after are easily the best ones in my opinion. Team Galactic think big. Rule the world? Screw that; rule the Universe. Trascend Space and Time. Great stuff.

    2. Team Rocket. This is mostly nostalgia talking, but I love Team Rocket. They're the traditional "bad guys" of Pokemon, and I think of all the teams they're the most well-integrated into the region. The boss is a freakin' Gym Leader, for crying out loud. They practically own the Game Corner, and they indulge in everything from grand larceny to petty theft across the game. They're BAD. A tad underwhelming in the second generation, but it goes to show organizations don't just immediately disband when their leader vanishes; things carry on. It was nice to see them around again.

    3. Team Magma/Aqua. They come as a set to me. I'm not entirely sure why Team Aqua would want to drown the world (last I checked, people can't breathe underwater and NOTHING good comes from living in underwater cities, on pirate ships, or small islands) but they serve as a logical counterpoint to Team Magma, who would be dreadfully boring and generic without them in opposition. One of the main reasons I'm quite keen on Emerald, despite disliking the third generation games in general, is because it involved both teams equally. Ruby and Sapphire (and their remakes by extension) felt lacking to me because of that exclusion of one of the teams to focus on the other.

    4. Team Plasma. I found Plasma to be quite underwhelming; it would have been fantastic if all the talk of saving Pokemon wasn't an empty platitude, but in the end they turned out to be run-of-the-mill bad guys because, of course, you can't have serious morality clashes in a children's game. Plasma's general lack of presence in Black and White until the very end of the game was off-putting as well, and that lack of presence carried over into B2W2 as well. Although Ghetsis' battle theme was fantastically awful.

    5. Team Flare. These guys are such a colossal waste of space. Their goal involves capturing Pokemon that have themes of Life and Death, and they make barely a ripple on the game, or on me as a player. I have very little to say about Team Flare, because I don't think there is really anything worth saying.
     
    5. Team Galactic - DPPt in general left a bad taste in my mouth, so I found it hard to care about Team Galactic. I guess some of the locations you fought them in were cool, but the fact that their goal was to recolonize in space seemed cheezy to me.

    4. Team Magma/Team Aqua - Expandind the amount of land/water does more harm than good, and seems like a really bad idea to confront legendary Pokemon over. And even as a kid, this comic explains exactly what I thought about Team Aqua's plans, even if their uniforms were cool.

    3. Team Plasma - While the original Team Plasma had a weak story of wanting to seperate humans and Pokemon, the new Team Plasma's goal of just taking over Unova is much more sinister.

    2. Team Flare - While I could do without the unfashionable fashion police aspect, Lysandre wanting to use the "ultimate weapon" to destroy almost all life on the planet is pretty evil.

    1. Team Rocket - As incompetent as they may be, Team Rocket is the original, and the only two things they care about are money, and being bad guys. The Team Rocket trio's role in the anime bumps them up a bit on my list too, as I don't think I'd care as much about a group of Team Flare or Team Galactic grunts following Ash and co. around.
     
    1. Team Rocket - nostalgia, i grew up on this stuff
    2. Team Magma/Aqua - i always loved playing gen 3 and having two different evil teams was a cool and different idea
    3. Team Galactic - they didnt think they were evil, they just wanted to make the world a better place (in an extreme and messed up way)
    4. Team Plasma - never played this one
    5. Neo Team Plasma - never played this one
    6.Team Flare - never played this one
     
    1. Team Galactic - Even though the grunts look like spock from star trek I liked the team as a whole and their ideals. Also Cyrus was a great villain imo.
    2. Team Rocket - Gotta love those old school idiots
    3. Team Plasma - N is the only thing putting Plasma up this high, but he is just too good of a character
    4. Team Magma/Aqua - The whole idea is just mind-blowingly stupid no matter what game you're playing but the admins in ORAS gave the team some personality at least
    5. Team Flare - Except for when Lysandre turned into doctor octopus at the end (spoiler? sorry) I just didn't like the team on the whole. The admins were bland and boring, the grunts looked like Halloween dress-ups (even worse than Galactic imo) and their goal? To just kill everyone? Great...
     
    1; Team Galactic
    C'mon, those guys are amazing. Not their look, barely even their pokemon choices, but the whole plan is good. Specially because it turns out Galactic admins didn't cope with Cyrus at all. And Cyrus had a very evil plot and I couldn't see any villain so well portrayed as Cyrus. His plans was disturbing and I don't thing anyone else would actually tag along him and help him fulfilling it. Not at all. And also, let's agree, his boss theme is beast! And team's galactic hideout theme also had this "world's gonna end, so let's go jazzy" thing that's lovely. There's nothing in them I dislike at all... I mean, it's weird, but it had personality!
    2; Team Plasma
    Those guys got me thinking in the first game, to the point I started to wonder "bro, am I doing the right thing?", and Neo-Plasma was totally sinister, like some cool terrorists that wanted to take over the world and therefore make your life a pain. It was scaring to think about them ruling it. I'd have preferred if they, in the first game, instead of using pokemons in pokeballs, went as pokemon rangers-like and used what was available in the wild to battle you. Then you'd actually start to guess who is truly evil. It was really mature for such a game. However second game is more sinister but way more simplistic, although a very cool "simplistic" way.
    3; Team Rocket
    Those guys are here because I hadn't bother with R/S/E too much (always felt it was tiring in my childhood) and I don't know is Team Flare at all. They're cool in a sense, of course. But it's bland. God, the admins in HG was horrible. The whole Team Rocket part was tiring to me, I just wanted to get over it quickly. If Nintendo ever allowed us to take part in team rocket in a future game, I'd totally pick them because it's cool to be an outlaw and in that sense, those guys own the above teams. They're just truly bland story-wise to consider them good or better than the above. Although Giovanni taking over Veridian Gym was kinda of a neat move!
