If you play Perl with FireRed in the GBA-Slot then you'll find wild Elekids in the Valley Windworks.
There is a 50% chance that a wild Elekid holds an electrilizer.

I can give you a huntail(thats the name right?) with leftovers for your cindaquil? i can get on right now.

i also have a gorebyss in my emerald if you give me a couple minutes i can migrate it... if you want it I would trade for a totodile.

Okay...but I can get on in a half hour because I'll now battle Sharix.
After that I have to hatch Cyndaquil and Totodile.
