Seriously, didnt you see the guide that Kairi wrote?
 
well to catch a rare popkemon have a master ball
it never fails
or use lots and lots of ultra balls and weaken it a little but not too much as it will faint
 
Dont use master ball on anything except Latias or Latios. It is much more time-saving. Try to get their hp to like red and with that siren noise.
