First of all, I must apologize that i have to laugh at this moveset.
Second of all, what does having ribbons have to do with anything? If this won you some contests, that's all fine and dandy, but battle-wise, this set phails. Here's and effective one:

that Rayquaza is beyond salvaging with one move. it will require an entire overhaul.

The best Rayquaza set is boltbeam and flameclaw. @Lefties, with Modest nature and 252 SA/252 SPD/6 HP.
Outrage is useful in-game, but on Netbattle it sucks.
The purpose of Outrage/Thrash/Petal Dance in-game is to conserve PP.

You had mostly Rayquaza and a Deoxys.

That's not necessarily the best, as that ties into opinion. I prefer physical ray, as it can get Dragon Dance to help advance that. Some prefer special ray for more type coverage. Tis all preference/opinion

If you want a water attack, go with surf instead of waterfall. Get rid of fly and get flamethrower, thunderbolt or ice beam.
