^ Follow this link, reading through it should help you get started. As for your team, it can't really be rated by current competitive standards since you don't have any EVs/movesets/items listed. I'll move it to the In-Game forum for you since you can still get some good help there.

Once you have a good concept of what a competitive team is, feel free to post another team whenever you like.

Thunder Fang over Overheat on Arcanine. And Flare Blitz over Flamethrower.

For Azumarill, use Ice Beam, Surf, Grass Knot, and Focus Blast.

Rhydon works much better as a physical attacker. Ice Punch, Fire Punch, and Thunderpunch will probably be more effective than Fire Blast, Blizzard, and Thunderbolt. Not to mention more accurate.

For Raichu, Thunderbolt, Thunder Wave, Brick Break or Focus Blast, and Quick Attack will probably be alright. Thunderbolt for STAB, TWave for status, Quick Attack for Priority, and either Focus Blast or Brick Break for coverage.

For Sceptile, use the following: Swords Dance, Leaf Blade, Earthquake, Dragon Claw. Swords Dance to raise your attack, Leaf Blade for STAB, and Earthquake + Dragon Claw to give you at least neutral coverage against every type.

For Azumarill, use Ice Beam, Surf, Grass Knot, and Focus Blast.
    NO.
Azumarril's ability Huge Power doubles it's attack, making it a fearsome physical attacker.
    you should use:
    -Waterfall or Aqua Jet
    -Return
    -Superpower
    -Ice Punch
Waterfall and Aqua jet for STAB, return because water + Normal gives you a pretty good neutral coverage and Ice Punch and superpower are there just to hit more types for Super effective.

You'll immediately notice Waterfall, despite it's lower power, would do much more damage then surf, because of azumarril's amazing attack. Same goes for all the other moves.

Rhydon works much better as a physical attacker. Ice Punch, Fire Punch, and Thunderpunch will probably be more effective than Fire Blast, Blizzard, and Thunderbolt. Not to mention more accurate.

    I'd go with
    -Earthquake
    -Stone edge / Rock Slide
for STAB, use these two in any case.

For the other two slots, I suggest either
    -Substitute
    -Swords Dance / Focus Punch
substitute so you can safely Swords Dance or Focus Punch Something

    Or
    - Megahorn
    - Double-Edge

Ditch Hyper Beam on your Raichu. And don't think about replacing it for Giga Impact. These moves will leave your Raichu Vulnerable and it can easily get knocked out on the recharge turn.

Edit: I just Noticed, everybody on your team, except Raichu, are Physical attackers. you can also change sceptile's moveset to something like:

    -Energy Ball / Grass Knot
    -Dragon Pulse
    with two other moves

But I prefer A SD Sceptile with this moveset.
    -Swords Dance
    -Leaf Blade
    -X-scissor
    -Earthquake/Rock Slide

Anyway, don't use any special moves on your team members except Raichu and Sceptile.

azurmarill i agree with elarmasecreta(sorry if i pronounce it wrong) use physical moves like water not aqua jet tho its not good besides its fast move but no.
dusclops and sceptile with pursuit, no! thats bad replace them give dusclops shadow ball over shadowpunch or pursuit. rhydon instaed of blizard and fireblast teach it ice beam and flamethrower. raichu get rid of thunder its inaccurate. and pick either thunder bolt or discharge they both do pretty much the same thing.replace one of them with dig and thunder with something good no electric moves or normal moves. i guess u can keep hyper beam.
sceptile,no pursuit like i said b4,leaf balde and brick break r good.but not leaf storm, mayb i think it can learn aerial ace thats good.(im not that sure,55%)

For Azurill, replace Aqua Ring with Hydro Pump. Aqua Ring doesn't really restore a lot of HP. You can use this suggestion or not. My strategy is just to blast my way through with powerful moves, so I would suggest Hydro Pump. You don't have to though.

Pursuit is a great move in competitive play. Imagine your sceptile batling a alakazam, any player would switch it out. Pursuit would still allow you to hit it for major damage. If you planning to battle other players with this team keep it aand ditch hyper beam

Again, huge power doubles azumarrils attack. Which means you should only use physical moves.
