From my own experience, tilted images don't always come out so well. But you did a good job with this one (I'm guessing you did it since you're great at graphics and whatnot) so I shall give it a 9/10.

Its good quality and the picture is nice; maybe a outline would make it look better?

It doesn't really have anything bad in it, per say...but I still, for some reason, do not like it very much. Maybe the colors? I don't like them at all, I think. The border doesn't help either. Borders make icons look bad, imo. A drop shadow would be a much better choice. Still, it is much better than some of the avatars I've seen here, I guess..
