Depends which generation you're speaking of. 4.5/10 in generation III because it's so smooth and kind of cute. 4/10 in Generation IV because it's all weird and angled. I would say 3, but Probopass sort of redeems it.

6/10 because it's part of that group of awesome Pokémon you find early in the game that, though they have low stats, can uncharacteristically learn Surf, as well as Thunderbolt and a bunch of other cool things.
