The banner could be better.. I'm not liking the rough edges around Azelf..
The text could use a bit of color and font touching up.
Other than that, you get extra points for having Azelf in your banner. <3

Very neat and expreses how you like the Horsea evo line. 7/10
 
The graffiti font doesn't go with the clean cut style, gradients and transparency thing you've got going there.

The cut up blocks of the face also don't flow as well as they should, also looks a bit weird with the eyes and rest of the face being so separated.

The girl/boy text would look better if it were all on one line IMO, something like:

and teh jijjilypuff is cute
but there is quite a lot going on
and nothing really draws your attention. Maybe a brighter font, moar creative placement?
