just like the title says just rate the persons user name above you.
example: Anakin the guardian of Altomare you might say something like I really like that user name 7/10.
Then let say the person that rated my user name had a user name of Sonic 421 then myself or someone else can rate that user name even if its a name you've rated before you can still rate that persons user name.
example:lets say you've rated the user name Sonic 412 you can say something like if you liked that user name you've rated you can say something like Sonic 421: same thing 8/10 I like your user name.
