Question Real or Fake

Found this card in my collection. Have not looked at the collection for 20 years. The only cards I purchased were charizard so this must have come from a pack. I have attached a high res front scan. Thanks for the help.

It's a poorly made fake. A bootlegger slapped an unofficial Skiploom pic onto a Dark Vaporeon card and didn't even bother changing most of the info.
