Yes. With action replay it is. Otherwise,no.

Yeah your friend was probably using a action replay.

Does your friends have an Action Replay? If he does, he's using that. Without an AR its impossible to make them reappear.

not true. i dont use action replay but all legendaries have reapeared on mine

giritina
cresellia
regigigas
I havent checked heatran but i think hes there
mesprit
uxie
and azelfs interesting cos the lakes still empty with the magikarp and galactic members there and azelfs in the cave

This should have answered your question; it is not possible to make them reappear without an Action Replay, or if your game is glitched.
