No. If your opponent has Maggy w/ Soundproof and you use HB, it would not work.

Then why would Howl still work?

I tried howl while a pokemon w/ soundproof was out and it still worked, why wouldnt heal bell still work?

You are correct sir. Only the Pokemon with the trait Soundproof are immune to sound moves so if none of your Pokemon have it and the defending Pokemon does it doesn't affect them anyway so Soundproof doesn't take effect.
