4th Gen resetting?

I have a blazican, that i maxed out its ev on ruby, and when it was imported to my friends diamond, he could still use vitamins on it, so does it ev (or whatever you call in on d/p) reset when the pokemon is migrated?

Nope, they stay the same. Maybe you maxed out something like Speed and he used Vitamins on something else?

I maxed out its attack, and he raised its hp, now it has 450 spec attack, and 440 hp...

Ah, that's it. You can max out up to two of its stats. You maxed out one, but he raised a different one.

I think that's your question answered. Or is there anything else you need answered regarding it?

Blaziken's max HP and Sp.Att are 364 and 450...
