Returning and I have a few Questions

    I last played Pokemon (the TCG) around two years ago, right before Arceus came out, so I have a few questions:

    1) Does anyone have a link to the current Rotation, please?

    2) Have any new mechanics or card sub types been introduced since I last played two years ago? If so, which ones?

    3) Which, if any, current competitive decks exist that can be built and compete on a budget (Let's say $100 or less.)

    1. I have no official links, but PokeGym's Researching Tower has a database that contains all modified legal cards as of July 1st, 2011 (bit of an early rotation this year, but it's the coming season's format as well), and Emerging Powers will probably be legal at the upcoming Battle Roads tournaments.

    2. Pokemon Lv. X were rotated out. Pokemon Prime came into place, but they're basically just more powerful versions of their non-prime counterparts, and are only differentiated by their placement in the set and their special foil borders on the card. Also, Trainers, Supporters, and Stadiums were rolled into the Trainer card class for the Black and White set and became the following subclasses: Trainers became Trainer - Item, Supporters became Trainer - Supporter, and Stadiums became Trainer - Stadium.

    3. I'm not sure entirely, but I think that Reshiphlosion could be built for less than $100 provided you're buying singles due to the fact that both Reshiram and Typhlosion Prime can be obtained as tin promos, and the draw engine, Ninetales, was printed in two English sets (HeartGold SoulSilver and Call of Legends). I do think that most of the Tier 1 decks can be built for less than $100, but you'd have to buy them in singles. Decks that incorporate Yanmega Prime or Magnezone Prime probably would cost an arm and a leg for those cards alone still.

    Now, if I remember right, I can, for example, still use my Rare Candies from say Emerald since there was a Rare Candy reprint in a legal set, correct?
    I'm almost positive I could, but I don't like to trust my memory for things like these :P
     
    Yes, you can, but be aware of the ruling change that was made in the Black and White set. I forget exactly what it says, but basically, it cannot be used to evolve Stage 1 Pokemon anymore and cannot be used on your first turn anymore. Of course, there's yet to be a Rare Candy printed with this ruling change to my knowledge.
     
    Indeed brah, 'tis most difficult to make a competitive deck for less than $100 in this format. But agreeably, Reshiphlosion is probably the cheapest and best you can build for your price range. If you can find HGSS starter kits, those are your best shots to get pokemon collectors that you'll need to have the competitive edge. The collectors themselves are worth more than the kit itself, plus you get a pack, so it's an epic win. Typhlosion Prime tins are scarce, but not impossible to find. Stores in my area like Kmart and Meijer tend to have a few floating around. Reshiram tins you can find anywhere.

    Your deck should come out looking something like this:

    3-2-3 Typhlosion Prime(HGSS/HGSS(Promo))(Cyndaquils(HGSS-60HP Prevents Yanmega snipes)
    4 Reshiram(BW)
    2-2 Ninetales(HGSS/COL)(Vulpix(UL-More HP and a more useful attack if in a jam))
    1 to 2 Cleffa/Tyrogue(Optional-Cleffa helps Cycle hands and stall, Tyroge can KO Cleffas and do damage and stall)*

    3 to 4 Pokemon Collector(HGSS)
    2 Professor Oak's New Theory/Professor Juniper(HGSS/COL,BW(Personal preference. Oak shuffles into a new hand, Juniper discards into a new hand))
    2 to 3* Professor Elm's Training Method(HGSS/COL)
    2 Sage's Training/Engineer's Adjustments/Cheren(UD/COL,UL,EP(Sage's lets you see 5, pick 2 and discard the rest, so it's pretty good overall. Engineer's lets you draw 4, but you have to have an energy. Cheren just lets you draw 3, which is slightly better than Bill, but slightly worse than Engineer's, but there's no cost to draw.))

    3 to 4 Junk Arms(Triumphant)
    3 Pluspower(HGSS/BW)
    2 to 3* Rare Candy(UL)
    1 Revive(BW)
    1 to 2 Pokemon Catcher(EP)*
    1 Max Potion(EP)

    Look over this list and look up the prices online. This should give you a better understanding of what you need and what you can play around with to tweak and make the deck better.

    * Towards the end of a card means its priority in the deck is lower. * Next to a number means that you should at least have the lower number of the card in the deck, but no less.
