Synopsis

As Brade's partner I can answer for her, that pokemon is in the generation V section, the only gen where that ability is legal on it. So no, it is not available in Gen IV. It is safe to assume all pokemon in the gen V section are only available there silly.

Hey! I haven't seen you in a while. I'm doing well. The Victini needs to be EV trained. You can EV my Roselia for the Ferroseed. I can also do both BPs for you for free. Let me know when you can pick Victini/Roselia to train while I do the breeds. :P
