Everybody knows how easy it is to find and capture a Rotom. It's catchabilty is atypical of legendaries, but Rotom possesses several other traits similar to Legendary.
First of all, it's number placement in the National Dex, if you'll look, it's right before Uxie, the first official legendary in the game. Secondly, the fact that there is only one catchable one and it has no gender. Last but not least, the battle animation/opening sequence is the same as other legendaries.

The only things that really sets it apart from the legendaries is it's level and the fact that it is breedable. But Manaphy is breedable as well (provided it doesn't produce an egg of itself).

I think we've got ourselves the first psudo-legendary. What are your thoughts?

I already asked this. The answer is no. It's simply a one-per-playthrough, like Eevee, etc.

Nah, not really. He had the battle theme maybe cuz he's a ghost in a creepy place.
Plus, you can breed him. Manaphy too! (But it will be Phione.)

i think the determining factor would be his stats, what does serebii say?

He's as much of a Legendary as Lucario.

    Who isn't a Legendary. Just a cool stand-out Pokémon.

I think there may be room for a psudo-legendary class, which would include pokemon such as Lucario, Lapras and Rotom... but not Eevee, don't ask me why, but Eevee (as much as I love it) wouldn't be a fit for this class.

I think the characteristics of Psudo-Legendary mostly boil down to "How Original/How much of a Individual Personality" does the Pokemon have? Does it have a developed in-game legend? Has it been in movies? etc... Just my thoughts.

Anarcha I really agree with you on there being a sorta 'pseudo' legendary class. These pokemon are rare, and almost cool enough to be legendary but not one of those recognized 'legendaries'. xD If you know what I mean. I think rotom fits in there as well.

Don't get me wrong, the classification Psudo-Legendary is basically meaningless... But it's just something that some of us seem to like to think about. Because its fun and makes the game have a little more depth and such :)

(Heading off the potential "No Way, There Is no such thing as Psudo-Legendaries!" reply)
