If it is repetitive then it constitutes bullying. One instance of being nasty is not considered bullying by its official definition, no.Also, what in your opinion constitutes bullying? Does talking about someone behind their back count, or would you file that away as something that inevitably happens when you stick a bunch of sensitive teenagers together into one building and subject them to each other for over 60% of the year from 8AM-3PM? Or does it have to be a repeated series of targeted attacks on someone specifically singled out?
