Stats(It's Lv 1 so I can't get the IV's so here are the actual stats)

Unfortunately, that does not help me.
Save, put it in day care, level it to level 10, then tell me that stats, then soft reset so it goes back to level 1.
 
I received it from TascheMonster, but I'm not sure who the OT is except that their In-game name was ARREN(yep, it's in all caps.)
 
I can offer you something there:I have a few with that OT.They're legit
 
Hmm. I'm still interested in the Riolu. However, can you get it hack checked for me please? Both TB and RNC can do so. Its not you, but when I see shiny pokemon with IVs like that, I tend to be slightly suspicious.
