That is the Spin-off Games forum. So we already have a forum for that, and Sydian (the moderator of Spinoff games) alone has handled the activity for that one forum (which encompasses every spin-off game) and every other forum (about two) she mods for quite a while now, which tells us there's not that much interest for Pokémon Conquest as a whole. If there is a deluge of activity for Pokémon Conquest in that forum (that isn't spam, mind you), the staff will consider making one. But even then, they'll probably just put another mod in that forum instead of making a new one.

As an indication of the interest in Pokemon Conquest (or lack thereof) a week after the release only a few posts a day have been made in threads about it. Furthermore, there's been 0 posts about for the last four days. There's just simply no real demand for a forum section for it; if it's going to be inactive then threads in Spinoffs are the more sensible option.
