EXPLANATION OF EV'D POKEMON

A pokemon can gain effort values (EVS) from different pokemon when you defeat / faint them, e.g Starly 1 Speed EV, for a full list of what each different pokemon gives, please visit serebii.com in the D/P pokedex section.
You can train 255 EVs max in Speed, HP and the others. 252 is ideal because 4 Evs = 1 Extra point in the stat overall, check the serebii stat, total stats, depending on the nature like porygon z, if it is modest with 252 evs in special attack it might reach 405 max special attack stat. Also contributing to a max stat is IVS...

EXPLANATION OF IV POKEMON
IVS are very important to determine whether a stat will be max (0-31), 31 being the max stat, it is most desirable although 28-30 are acceptable. Since 31 Ivs are rare to get, you will have to be a good IV breeder. To check the ivs of Level 1 or Untouched (UT) pokemon, battle on wifi with someone (LEVEL 100 SINGLE BATTLE). If you do not know the evs of a pokemon given while being trained randomly against different pokemon giving different evs, it will be impossible to guess the ivs, (IV CHECKER SEREBII - DIAMOND PEARL - IV CALCULATOR).
So if a PORYGON Z untrained...so how, has 31 IV in special attack and given 252 Evs in Special attack, you will get 405 Max stat in special attack.
