Shiny Hounder lvl 23 female to trade

Hello everyone,
I have just started my descent into the world of pokemon after not playing one since oldschool silver version so humour me if I'm A little less savy about trade values and such these days.

More to the point I luckily came across a shiny houndour lvl 23 female and I am wondering what this is worth rarity wise and what I could get for it. I am definutely after all the starter pokemon from Kanto, Johto and Hoenn regions aswell any legendaries that are unobtainable via normal play in platinum version.

Soo what are your thoughts?
