Should Nidoran have become one Pokemon?

Given Meowstic and the fact that either Nidoran can hatch from Nidoran-F eggs (or Nido-M + Ditto eggs), I think merging both into one species (and giving it a split evolution line based on gender) would've been fine if it wasn't for throwing the 'Dex out of whack. National Pokédex numbers are almost as important as names in the franchise.

Then again, there's the case of Volbeat and Illumise. Had they been made later, I imagine that they may have shared the same species. It's a bit late in the game to be changing their names now, though.

It would have been nice that Nidoran be one pokemons with different gendar sprites. The remaining space can be filled by a new Pokemon SEAQUEEN. Yeah, though female Seaking has a form, the name looks sick. It would be nice if we have a SEAQUEEN like Galarian Rapidash.
