Should The Trainers Be The Same Level As the Players Pokemon?

I need y'alls opinion on something

Recently after testing my hack, I noticed that the trainers are much harder than anticipated due to their levels being on par to the players instead of them being 3-6 levels underleveld like in other ROM hacks.
Do people like having harder trainer battles that need planning or do y'all like casually sweeping through trainers? Or anything inbetween?

I like rom hacks where the important battles are challenging so you need to strategize and prepare accordingly.

But random trainers? Nah, I prefer them being more "casual" and easier to sweep. I like a challenge coming from the relevant trainers. But not every random in route 8 being given a VGC team, that would become too tedious for my taste and annoying to continue playing.

Keeping the nobodies, grunts, etc. at -X levels is an option, but even if they scaled at exactly the player's team levels it shouldn't be a big issue, they can still be made weaker by having worse EVs and movesets than the bosses.
