Well that image is 519px wide so it's too big anyways. But if you have two images side by side that, with a combined width, equals over 500px, it's unacceptable. The same thing is true if you put two images on top of each other and their combined height equals over 300px.

You're still 86 pixels too tall. It's the big image that's doing it. It can't be more than 300px tall.

No, you're not too tall. However, now you're too wide. The combined width of both your banner and the two little Lucario sprites equals 530px, 30px over the limit. If you removed the sprites, it'd be okay.
