i've heard alot about swarms. what are they and how do i find a swarm of pokemon? (i know this is a stupid question)
 
Swarms: Every day, a certain rare Pokemon will become common in a certain area for that day only. For example, say there's a swarm of Nosepass on Route 206. For the rest of the day, Route 206 will have a lot of Nosepasses.

so you need to get the full national pokedex before u can find swarms?

Who do yall think is the best physical attacking electric pokemon with a decent amount of speed.

I was thinking Luxray, but then Electivire came to mind. But is there any other PHYSICAL electrics that are fast?
 
Luxray is slow >_> If you want a STABd Thnderpunch, go Electivire. However, I recommend Medicham if you want someone to abuse the elemental punches well.

Umm...Where's the Special Attack to go along with that?

Yeah. Ice Punch and Thunderpunch are Physical in 4th Gen. As for the rest, they're Physcial as well. ;)
