Regi-Ice

Fly to Dewford town and then go north and stay to the left. Keep going until you see a big island. Land on the island to the left, go past the island and go up until you see another island (It?s the island in the middle of 6 rocks). Regice is inside, Enter and press ?A? on the wall. Read the braille then walk around the edge fo the room clockwise. Be sure to keep intact with the walls of the cave. The cave will be opened, and Regice will be inside at lvl 40, with ancientpower, curse, superpower and icy wind.

It's best to use a high level Sceptile/Nincada/Ninjask (NOT Shedinja due to ancientpower) with false swipe (if you're high level enough, evne Icy Wind that's super effective will be harmless). Otherwise, put it to sleep or paralyze it, and then attack it slowly to lower its hp.

Regirock

You will need a Pok骯n with Rock Smash.
Item you need: Go-Goggles (you get them after you beat the 4th gym)

First you fly to Mauville city then, go north to Route 111 and Desert Ruins. Keep going until you see the desert. Then go right and down until you see the Ruins. Go in and heard towards the wall. The wall says: Read the braille then go left 2 steps and then down 2 steps. Use rock smash and the door will open, with Regirock inside at lvl 40, with rock throw, curse, ancientpower and superpower.

It's best to use a high level Sceptile/Nincada (NOT Ninjask or Shedinja) with false swipe. Otherwise, put it to sleep or paralyze it, and then attack it slowly to lower its hp.

Registeel

You will need a Pok骯n with Flash.

First Fly to Lilycove city then go west (left) until you go past route 121 and keep going until you get to route 120. Continue until you see stairs. Go up the stairs and keep proceeding up them until you see a cave. This is the Ancient tomb. Go in and press a next to the wall with the text. Read the braille and go down 4 steps or the middle of the room. Use flash and the door will open. Registeel will be inside at lvl 40, with metal claw, curse, superpower and ancientpower.

Okay, one more time. If you save BEFORE you wake up/attack one of the legendaries, and when you do attack it the Poke IS NOT shiny, you can restart your game and try again as many times as you want until the Poke is shiny.

Now, when you say "catching" does that mean you have already encountered it? If so, raise a Wobbuffet to Lv39 and put it out in front of your team. Now, there are a few strategies that you can deploy here. First is to stock up on Full Restore/Revives, and then stall until Lati@s begins using Struggle and lowering its HP to a catch-able level. This requires LOTS of patience.

Personally, I suggest having your Wobby learn Mimic. It is the best non-lethal attack you can use against Lati@s. Whittle its HP down a little, and then just start tossing Ultra Balls. You could use Mirror Coat, but that inflicts twice the damage back to Lati@s and you run the risk of KO'ing it.

I also HIGHLY suggest that you have some Timer Balls on hand. For every 10 turns in battle, its chance of catching Lati@s rises.

If you haven't encountered Lati@s yet, here is what I suggest. Buy 40 Max Repel, put the aforementioned Wobby out in front, and fly to Mossdeep. Now, north and west of Mossdeep there is a cottage on an island (the Shard Collector, IIRC). Now, what you do is use MR, surf up and down the west coast of the island two full times, and then go inside the cottage. When you come out, Lati@s will now be in a new route. Repeat this process until Lati@s appears, and then refer to above technique of catching it.

Ya, what they said is right. If you want a shiny legendary, keep restarting until you get one.
 
You know what's strange? I just caught a Kecleon on Rt. 119 (Emerald Version) in the wild, not in a Devon Scope event.

It is on the Wild Pokemon-list for the route (as attached), just to let you know if you're looking for Kecleon... or shiny Kecleon. =D

If this is old news, feel free to slap me about a bit with a large trout.
 
Do anyone know an easy way to beat the battle factory at Oen level for single player and multi player?

There are actually two outside of the DS event. You found the one on Route 119, by the Berries, and the other is at the top of Route 120, near the Reporter/Cameraman.
 
I'm trying to evolve my Feebas... it's beauty rating is nearly right up to the top, and it has a full circle of stars. I tried to feed it more pokeblocks, but it says 'it won't eat anymore'. I levelled it up, expecting it to evovle, but it didn't. So now what?
 
The Beauty of your Feebas must be at 170 in order to evolve. How much it gains from each Pokeblock depends on the level of the Pokeblock.

How many Pokeblocks your Feebas can eat before getting full depends on the feel of the Pokeblock (I can't find the max number, though, sorry).

Basically, if your Feebas isn't at max Beauty (since it's not evolving) and it won't eat any more Pokeblocks, you'll need to start over. Make Pokeblocks with the highest level and lowest feel possible so that you can max our your Feebas's Beauty before it's full.
 
Can I battle/trade between my LeafGreen Version with someones Emerald?
 
Ok, I have a question too. Do the effects of Mean Look carry on:

A: When the pokemon that used ML is switched out?
B: When the pokemon that used ML faints?

Yes, you just need two GBAs/SPs/Micros or any combination of the two, and a link cable or two wireless adapters. Before you trade, however, you need to have beaten the E4 and obtained the National Dex in both games, and in LeafGreen you need to do the Island Quest after the E4 and obtain the Ruby and Sapphire plates. This enables a trading machine so that you can trade to R/S/E.

Unless I am mistaken, there is not a cable that you can use on GBA Micro. It is one of its limiting features.

You can now be 100% sure. Once the Poke that used the move faints or is switched out, the effect disappears.
