Well....Its one of my problem too...when I found out that my Misdreavus cannot learn ShadowBall anymore (I own LG)
Anyway...Its in Celadon Game corner, I think you'll need 4000 - 6000 coins to get it

i just bought shadow ball and taught my misdreavus it and it worked... Either you're game is stuffed up (PLEASE don't start a fight) or there's something wrong with your LG... cuz it could be a fake game (fake games are things that dont have much events in them as the real games, and also they can stuff up) once again, please don't start a fight...
