Nope.. It's not possible.. The lowest ya' can get without cheats is lvl 5..

Erm, no it isn't. The lowest you can get without cheats/glitches is level 2, which is basically only found among the weakest pok?mon on the very first route(s) of any given game. Oh, and wild Tentacools in the sea can be of that level too I think, although I'm not 100% sure about that.
 
lowest Ive seen a tentacool is lvl 3

Help!-fire red-getting the ruby and saphire

i really need some help getting the ruby ad saphire, ive tried alot of thigs, will someone help me?

Actually, to be more specific, I believe its Pokemon Genes (IVs)that determine Hidden Power. Effort Values(EVs) play more of a role in determining a pokemon's stats.
