The best thing is to train a Shuckle, and then lower its Speed. Get it to Lv. 100, and it won't even have 100 Speed. XD

Shuckle is the slowlest Pokemon in the game, its not even a debate. At Lv: 100 with least amount of Ev's Shuckle's speed is 46, while Slowpoke is 66.

This is about the game. In the game, Shuckle's Base Speed is 5, so it classifies as the slowest Pokemon.

I've trained a shuckle in colloseum and it always went either last or almost last =P

Hmmmmmmmmmm...I'd think it would be Slugma. =P Afterall, it is a slug Pokemon, and everyone knows how slow they are. XD Or even Macargo, seeing as it has that heavy shell it has to carry around. ^o^

I agree with Castrainer. Shedinja dont move (doesnt even breathe according to the pokedex) so I think thats kinda slower than slow.
