I have a question. Can we still apply to get the shiny Dratini? I know it says full and closed, but slots eighteen and nineteen don't have any names for people who were able to get in fast enough to obtain one.

Actually, maybe I won't take the Joltik... it's hacked... can't have Bug Buzz @ Level 19...

Does this mean that the Timburr's hacked, too? I don't accept hacked Pokemon.

But if they're not hacks, I can clone of my own accord, and I'll happily give you the Breloom and Dratini.

They're not hacked. I bred them myself. The reason how Joltik has Bug Buzz at a lower level is that if both parents have the move that it would learn later on through level up it'll hatch with it.
"If both parents know one or more moves that their offspring could learn by leveling up, the offspring will have that move." <- From Bulbapedia. I also bred the Timburr myself.
