In short, stall breakers tend to have overwhelmingly high offensive stats to crush walls or use Taunt to stop walls from setting up. Tapu Fini is an example of a stall breaker because not only does it get Taunt, it also has Nature's Madness to halve the target's current HP, which is useful for bypassing the generally high defenses of stall Pokemon. The Misty Terrain it summons with its Misty Surge ability also protects it and grounded teammates from status problems like poison for 5 turns:

-Taunt
-Nature's Madness
