I'm looking for the best rombase that has a lot of pokemon and not a lot of bugs...

There are none. It may sound snarky, but the fact is that every single one that has been released so far has been buggy. If there were any out there that didn't have nasty bugs, you wouldn't see fifty progressing "dex expansion" patches on the front page of the resources sub.
