So, this time I decided to make a UU stall team that doesn't seem to be working out so much now, so any help is greatly appreciated.
    The Team

    Crobat @ Leftovers
    Inner Focus
    124 HP, 132 Atk, 252 Speed
    Jolly (+Spe, -SpA)
    ~ Hypnosis
    ~ U-Turn
    ~ Aerial Ace
    ~ Taunt

My lead and Sleep inducer of the team. Taunt comes first, stopping my opponent from setting up. Hypnosis so they can't attack, and then U-Turn to my next pokemon. Aerial Ace is filler. I swapped Brave Bird back to Aerial Ace since Brave Bird and Hypnosis are illegal on the same set.

    Steelix @ Leftovers
    Sturdy
    252 HP, 120 Atk, 136 SpD
    Relaxed (+Def, -Spe)
    ~ Explosion
    ~ Stealth Rock
    ~ Earthquake
    ~ Roar

This is what Crobat usually U-Turns to. Useful because then I can set up stealth rocks and then can Roar them away to see what pokemon they have.

    Hitmontop @ Leftovers
    Intimidate
    252 HP, 74 Def, 184 Spe
    Impish (+Def, -SpA)
    ~ Rapid Spin
    ~ Close Combat
    ~ Stone Edge
    ~ Bulk Up

My Rapid Spinner. Resists stealth rocks and can spin them away. Not much else I can say.

    "image removed"
    Altaria @ Leftovers
    Natural Cure
    252 HP, 120 Def, 138 SpA
    Modest (+SpA, -Atk)
    ~ Dragon Pulse
    ~ Flamethrower
    ~ Heal Bell
    ~ Roost

I got this set off some weird site, so I could really use help with it. My Cleric thing as well. I chose this over the likes of Chansey and Miltank, because I didn't really want another fighting weakness, especially Close Combat. I also chose Roost over Rest to rid myself of those nasty weaknesses like Rock.

    "image removed"
    Quagsire @ Leftovers
    Water Absorb
    252 HP, 96 Atk, 160 Def
    Impish (+Def, -SpA)
    ~ Encore
    ~ Earthquake
    ~ Ice Punch
    ~ Toxic

People told me to use this over Ninetales as a Rain Dance Counter. It's the first set from Smogon, except with Ice Punch over Ice Beam.

    "image removed"
    Roserade @ Black Sludge
    Natural Cure
    252 SpA, 6 SpD, 252 Spe
    Timid (+Spe, -Atk)
    ~ Sleep Powder
    ~ Toxic Spikes
    ~ Sludge Bomb
    ~ Leaf Storm/Grass Knot

I use this over Umbreon now, since umbreon sucked completely. Standard Sleep support with Toxic Spikes and being able to suck up the spikes as well. I could use a lot of help with this set.

    Conclusion
It's my first attempt at a stall-based team, so it isn't that good. I'm willing to change the whole team if I have to, just to get a good stall team on my side. Changes are in Bold Orange.

pretty ok set, maybe chance Aerial Ace to something else.

k, Roar, I prefer Explosion over Roar, but besides that... k.

Not liking Toxic. Bulk Up >> Toxic in my opinion.

    Altaria @ Leftovers
    Natural Cure
    252 HP, 138 Atk, 120 Def
    Adamant (+Atk, -SpA)
    ~ Dragon Claw
    ~ Earthquake

    I prefer ~ Draco Meteor
    ~ Outrage
    ~ Fire Blast
~ Earthquake / Roost but seems like a managable set.

    Ninetales @ Life Orb
    Flash Fire
    252 SpA, 4 SpD, 252 Spe
    Timid (+Spe, -Atk)
    ~ Nasty Plot
    ~ Flamethrower
    ~ Energy Ball
    ~ Hypnosis

Basic Special Sweeper. Thinking about changing to a Specs because of just how much chaos it could cause with it. I chose this over Houndoom because of Close Combat.

    k

    Umbreon @ Leftovers
    Synchronize
    252 HP, 164 Spe, 92 SpD
    Careful (+SpD, -SpA)
    ~ Mean Look
    ~ Baton Pass
    ~ Wish
    ~ Taunt/Toxic

Standard Trap Passer from Smogon. I can't really say much except it doesn't really do much, so I'm definately willing to change this completely.

Ew, Umbreon. I do not like. Change please.

Comments in bold. Listen if you want, but trust me, I am a beginner trying to help, so I'm probably wrong :P

Umbreon is flat terrible in nearly every situation, put Roserade over it for spike/sleep support and a decent attack in Sludge bomb.

Brave Bird >> Aerial Ace on Crobat.

    More later.

The main reason why your Stall isn't working?

    NINETALES

Ninetales is a sweeper. This is a stall team, no sweepers bar TrickScarfers should be present, and those only if you desperately need it. Also, you lack a Perish Songer, and Umbreon is downright horrible. Steelix can wall birds, but can only do lol damage in return with Gyro Ball.

D_A probly has better suggestions, but I suggest making Altaria a standard PerishSong set, swapping Umbreon for a Toxic Spikes abuser, Ninetales for a Rain Dance counter, and giving Steelix Stone Edge/Explosion>> Gyro Ball so those pesky birds run for their lives.

as d2m suggested, Roserade is a good T-Spikes user, and can absorb T-Spikes for your team as well. Quagsire or Poliwrath can be used for a Rain Dance counter.

You don't want Outrage & Draco Meteor unless you're wall breaking, not stalling.
Your set is fine, although consider Dragon Pulse and Flamethrower, as Dragon Pulse is remotely stronger and usually hits Physical Attackers harder than DClaw. It's not terribly important.

You'd want Spikes if you can. It should fit on Roserade, but it's risky to put two hazards on the one pokemon for various reasons.

Quagsire likes EQ/ Ice Punch/Encore/Toxic much better than your current moveset.

You still lack something to use Perish Song. Altaria can use it.
