I would say Ross is a bit pessimistic - I've read that votes going up at night may be more due to server load delaying when signatures are processed, and for many countries botting simply isn't viable given the IDs one needs to verify to sign, but the more extra votes for a buffer (especially as people make mistakes in signing), the better.
And yeah, don't try to fake signatures, that's very naughty and may get you in serious trouble!
