Why is sunny day a fire type attack when there are about 30x more pokemon hat can learn it who are not fire types. I think it should be a grass type attack not fire

    Because:

    1. It raises the power of FIRE-type moves.
    2. It's the counterpart of Rain Dance. This boosts Water and reduces Fire while Sunny Day does that inverted.

Why do you care anyway? In this kind of moves, type doesn't matter.

LOTS of Pokemon can learn Toxic but its a Poison type move. I don't care what type of Pokemon learns the move, just the type of the move itself.

Shiny Umbreon outlined the main points above ^

The attack doesn't do damage, it creates a weather effect in battle. Sun = association with fire, and would make it a fire type. It does not seem right to make it grass type does it? Even though grass Pokemon can learn it.

And I'm gonna go completely off-topic by saying this belongs to the wrong place, so I'm-a go move it to the right place. =D
