[Error] Surf not working properly

    Not sure what happened, but for, some reason, I can no longer make my player use surf when he's on the lower side on the screen if he's sitting on these tiles specifically:

    (basically the tiles you use for differentiating the water from the land)
    I am able to use surf from any other direction, and both the water and the land tiles are on the same layer. What's even weirder is that I can still surf on the maps that come with Essentials, it's only on the maps I made that I can't use surf (on the tiles from the above)
    This issue is really irritating, and I don't know what's causing it.(I know I could just creat new tiles for it, but I want to know what caused it)
    Does anyone know why this is happening?
     
    Those tiles are not passable in the north direction, because they're used primarily as clifftop tiles. However, they are also used as the shores next to water, and to allow them to do this, an additional transparent tile is drawn on top of them in a higher layer which overrides their passabilities. This is the "free pass" tile, and you can find it in the tileset as per this image:
