It got a dark hole effect embedded within it, and you cannot avoid the mass clear field unless you do happen to have the NoC or Ceasefire with you. This effect allows you to get even on the established field advantage by wiping the field completely, and restarts the field by providing both sides with some new monsters. On top of that, it draws you some new cards as you keep the s/t that you draw to replenish your hand.
In some various lucky situations, its power can greatly surpass that of Monster Reborn, especially if you flip it on your turn. Flip it your turn to call up more attacks or tribute fodders. Since all of this is special summon due to cyber jar's effect, you can still summon, most likely a tribute monster like Airknight, Chaos Sorcerer or Zaborg to further press on the sudden huge increase in advantage. Flipping cyber jar on your own turn usually guarantees you with a super monstrious field on your side, and it's more than likely that you can sucessfully wipe out everything that your opponent got from cyber jar's effect.
Then of course, there's always the jar otk. Personally I think Konami banned cyber jar due to the jar otk rather than its dramatic field clearing effect, seeing how they are targetting every single card in a ftk/strong otk combo possible. But, I think that cyber jar is one of those ones that deserve to be banned anyway, unlike poor, poor Time Seal...
Do they honestly need to kill Time Seal as well as Drop Off *after* Victory Dragon is already gone? >>;
