It needs Timid to make up for its horrible speed, if you really fear Blissey then HP (Fighting) is for you and with the extra added bonus of Nasty Plot =)

-Drill Peck
-Roar / Whirlwind (doesnt matter)

Thunderpunch so Taunt Gyarados doesnt lol at you. Shadow Sneak to kill Gengar and such.

I believe hes referring to Blissey, as it can only learn Seismic Toss on Emerald via move tutor.
