I am sorry if this isn't the right place to ask questions but I am sorta confused. I would like a Dratini and Ralts so would I just fill out the info there for both? And I am just starting on my journey so I really don't have good Pokemon yet :/

If the pokemon you want is in the breeding or safari section then you fill the form (and they are free, but you can only get 2 per week) :)
Pokemons from the shiny and/or event section you have to offer us something.

Hello Zaderian !
Yes it is possible, for legendaries you have to offer us something in return, that can be another legendary, a shiny or a pokemon for breeding we do not have yet (Example : Hidden Ability starter we don't have yet). In case of shiny or legendaries we would like also info on the pokemon, like IVs, where it was caught, if it has ribbons, moves and etc.
