The Art of RNG [RNG Guide & Discussion]

1. find a place with no NPC (it's a must).
2. find a narrow patch (1 or two tiles) of grass, a piece of land without grass near narrow piece of water or a cave without NPCs.
3. hit your seed (each of these encounters have their own method) and verify it with Chatot flips.
4. Start walking to see if you can activate shaking spot before you reach 128 steps. If yes, stand in front of it, advance remaining frames using chatot flips and walk/surf into the spot. Doing this advances 1 frame, so be sure to stop advancing one before your desired frame. If not, repeat step 3 and add one chatot flip while verifying the frame. Rinse and repeat about 5-6 times. If it doesn't help, find another seed.

Troubleshooting:
1. In cave, you have to count all your steps as each step advances your PIDRNG frame by 2 and each turn does exactly the same thing. (DAT REPEL) The target frame should be high for shiny, so you won't miss it by walking around the cave.
2. Making 128 steps will advance your IVRNG by X where X = number of pokemon in your party. This means the desired IVs will change, so you might want to find a seed for the frame equal to number of your party members + 1 so you can gain additional 128 steps.
3. The 128 step counter does not reset when you turn your game off. This means, that after just 1 step, the IV frame can change, so be careful or just find a seed for higher IV frame (equal to number of mons in party +1)

Good luck, this kind of abuse is a pain in the neck, so you have to be really patient.

I'm sorry, I really don't understand what you're trying to ask. Can you be more specific please?
 
Is it possible to test to see if I RNG my pokes correctly. Outside the time constraints that the program gives me?
 
The program gives you the time that you can get those Pokemon. If you go outside it, they won't be RNG'd.
 
Is it possible to RNG Fished Pokemon in areas with NPCs?

I believe so, albeit quite difficult as you need to take into account their movements, although for trainer npcs, using the vs seeker and battling them (if using gen 4) helps to avoid random npc advancements.

For RNGing an egg which seed do I set it at? Two where do I find such settings for eggs? Also If I am understanding this correctly for the IVs does it have to have a parent with 31 in desired IVs? What if the Desired IV is 0

Once you generate your list of seeds... the results will vary according to your desired outcome. IE. looking for flawless shinies will result in far less seed results to choose from.

Per the Art of RNG guide on first page... refer to the hatching flawless shinies section. Step 5 illustrates seed results that you can choose from. Choose the one that you think you can best achieve, with the desired outcomes you are looking for. Depending on what you've searched for you may see different results for nature shiny/non shiny, IVs, ability, etc. I like to choose a seed at a second of somewhere between 15-25 seconds, that way I am not sitting around for minutes at a time in case I miss my seed and have to retry.

You do not need parents with 31 in desired IVs.... but if you are going for flawless or near flawless parents, the probability and resulting seed list will be greater if you have flawless parents.
 
I am setting up my profile I believe

OK i am looking for my actual seconds for my 3ds. It says I should load my game 8 seconds before time im targeting. I did that. I did the search it says actual seconds is 25. I started my game at 17 seconds. Now the instructions are stating that I need to find the search time 8 seconds AFTER my targer time. Which would be 33 seconds. Did I do this correctly or did I miss something.

Ya, that looks about right. Because you're on Black 2, you'll have a range of Timer0's. So you'll want to do that as many times as you're comfortable to find your particular range of timer0's. You could have a range of around 4 common timer0's that your set up will commonly hit.
 
I'm jealous of everyone's RNGs. My KR RNG still isn't working right. :|
