Nope. Resort is just the Maison and some other unimportant stuff and a second day care. You can compare it to Kiloude City. Frontier is what you'd expect from Emerald.

Well, I haven't beat the game yet but I have heard that the Battle Resort has some strong trainers. And if the pastebin that we got last month is anything to go by, there may just be some trainers with strong Pokémon, based on their high levels. Not like the Black Tower/White Treehollow from B2W2 I would think, but something strong i'd picture.

I liked the concept of the PWT better. More similar to what I used to play in the N64 Stadium games. I don't remember much about the Frontier but battling with junky rentals and roulette battles aren't my cup of tea.
